Who Handles What

Government can be confusing. In Southern Nevada, responsibilities are shared among Clark County, cities, the State of Nevada, school districts, special districts, and even homeowners associations (HOAs). Knowing who is responsible for a particular issue can save you time and help ensure your concern reaches the right office.

Clark County

Responsible for

  • County roads (outside city jurisdiction)

  • Building permits (unincorporated areas)

  • Zoning & land use

  • Parks

  • Animal Control (unincorporated)

  • Public Works

  • Code Enforcement

  • Elections

  • Marriage licenses

  • District Court

  • Social services
     

Examples include:

  • Illegal dumping

  • Flooding

  • Streetlights (some areas)

  • Code enforcement

  • County parks

LVMPD

Responsible for

  • Crime

  • Traffic enforcement

  • Emergency response

  • Accident reports

  • Neighborhood policing

Examples include:

  • Theft

  • Suspicious activity

  • Speeding complaints

  • Trespassing

Utilities

Las Vegas Valley Water District (LVVWD)

  • Water service

Southwest Gas​

  • Natural gas

NV Energy​

  • Electricity
HOA

Responsible for things inside your neighborhood

  • Landscaping
  • Community gates
  • Community pools
  • Architectural standards
  • Private roads
City Government

(Las Vegas, Henderson, North Las Vegas, Boulder City, Mesquite)

Operate the same way as the County, but specifically in their jurisdictional boundaries

  • City parks

  • Business licensing

  • City code enforcement

  • Planning within city limits

 

Examples include:

  • Graffiti

  • Noise complaints

  • Street potholes

  • Sidewalks

  • Traffic signals

NDOT

Responsible for state highways and interstates

  • I-15

  • US-95

  • Summerlin Parkway

  • I-215 (many sections)

  • State Route 160

NOT neighborhood roads.

CCSD

Responsible for​​

  • Public schools

  • School buses

  • School boundaries

  • Teachers

  • Curriculum

  • Student transportation

State of Nevada

Responsible for

  • DMV
  • Nevada Highway Patrol
  • State laws
  • State parks
  • Higher education
  • State licensing
  • Medicaid
  • Child welfare (many programs)
